EPCOR’s North American Commercial Services (NACS) group is hiring a Senior Manager, Operations and Project Development & Delivery for a fulltime, permanent role based in Calgary. This position is eligible for EPCOR’s Where We Work hybrid program, based on business needs and eligibility. Internal and external candidates are welcome to apply.
This is a hands-on senior leadership role that blends operational oversight, technical expertise, and project delivery. While you are setting direction and leading teams, you are also closely connected to plant operations, field execution, and on the ground decision making. You are shaping how utility systems are planned, built, operated, and continuously improved, balancing regulatory requirements, ratepayer value, operational excellence, and long-term growth.
In this role, you are leading the operation and delivery of critical water and wastewater infrastructure that directly supports growing communities such as Harmony and French Creek. Your work has a tangible impact, protecting public health, supporting sustainable development, and ensuring safe, reliable water and wastewater services for the communities EPCOR serves.
You are accountable for operational performance, project development, capital delivery, and commercial outcomes within a regulated utility and commercial environment. Working closely with developers, municipal partners, regulators, consultants, and contractors, you are expanding service areas, delivering capital programs, and growing EPCOR’s commercial utility business responsibly ensuring infrastructure is resilient, compliant, and built to serve communities well into the future.
What you’d be responsible for
Note: This is a hybrid senior leadership role accountable for both water and wastewater operations and the development and delivery of capital projects. It is not a pure project management role and not a standalone operations role.
Reporting to the Director, Commercial Operations, your key responsibilities include (but are not limited to):
Planning & Strategic Alignment
- Leading the ongoing development and support of utility master planning for water, wastewater, and stormwater systems within a regulated framework across multiple sites.
- Providing strategic input into and maintaining the Commercial Operations business plan, ensuring priorities, performance measures, and capital plans align with business objectives.
- Ensuring the accurate and timely delivery of engineering studies, evaluations, cost estimates, and project charters through the effective management of consultants and contractors.
- Monitoring execution of business plans and capital programs to ensure objectives, timelines, and outcomes are being achieved.
Operational Excellence
- Leading teams responsible for the day-to-day operation of water and wastewater facilities at Harmony and French Creek.
- Integrating operational requirements, asset management, and risk management into just in time capital delivery and optimized regulated business outcomes.
- Monitoring performance metrics, tracking results, and implementing corrective actions to address gaps or emerging issues.
- Identifying, implementing, and monitoring opportunities for continuous improvement and operational transformation.
- Driving incident management processes with a strong focus on learning, prevention, and performance improvement.
- Developing a deep understanding of EPCOR’s North American Commercial operations and leveraging internal capabilities to reduce costs and improve performance.
Project Execution & Growth
- Delivering capital projects for water and wastewater upgrades and greenfield developments using traditional and alternative delivery models that minimize lifecycle costs while protecting public health and long-term operational integrity.
- Expanding the Harmony franchise area within Rocky View County and supporting broader commercial growth initiatives.
- Providing clear directions to teams to ensure business plans are executed safely, efficiently, and consistently.
- Ensuring systems, processes, and practices are applied to support safe, compliant, and effective work execution.
Talent, Relationships & Collaboration
- Setting clear performance expectations, providing coaching and support, and holding teams accountable for results.
- Creating, developing, and sustaining capable, engaged, and high performing teams.
- Assessing team capability and potential, prioritizing development actions, and building strong succession pipelines.
- Building and managing collaborative relationships with developers, consultants, contractors, municipal leaders, regulators, and internal partners.
- Collaborating across EPCOR to align business plans, integrate initiatives, and support growth opportunities.
- Providing expert operational and technical advice to support commercial development and expansion initiatives.
What’s required to be successful
To succeed in this role, you bring strong technical knowledge, business acumen, and senior level leadership capability within a regulated utility environment.
Education & Professional Qualifications:
- Degree in Engineering or Science, ideally with specialization in environmental (water/wastewater), chemical, or process engineering.
- P.Eng. designation and an advanced degree (MSc, MEng) or MBA is considered an asset.
Experience that includes:
- Extensive experience (15+ years) in diverse utility roles may be considered in lieu of formal education.
- 5+ years in water and wastewater systems, project development and management.
- Proven experience in utility operations and management, including utility master planning and capital project delivery.
Technical Competencies:
- Strong business acumen with accountability for regulated utility performance and P&L outcomes.
- Experience negotiating and managing complex contracts and contractor performance.
- Expertise in engineering design, construction, and operation of water and wastewater treatment, distribution, and collection systems.
- Demonstrated experience leading project development and delivery, including execution strategy and risk management.
- Knowledge of federal and provincial regulatory requirements and environmental reporting.
Leadership & Behavioural Competencies
- Proven ability to lead managers and multidisciplinary teams.
- Strong stakeholder engagement skills at senior levels, including municipal and regulatory partners.
- Excellent written and verbal communication skills with the ability to crisply and concisely convey complex information to Executives.
- Strong judgment, attention to detail, and ability to manage complex priorities.
- Commitment to operational excellence, continuous improvement, and safety.

Jurisdiction: Senior Management/Leadership
Hours of work: 80 hours bi-weekly
Location & Travel: Calgary based. It requires regular local travel and on‑site presence at the Harmony and French Creek facilities to support operations and project delivery. Candidates must reside within a 60‑minute commute of the plant sites to effectively support operational and leadership responsibilities. While this role supports EPCOR’s hybrid work model, on‑site presence is also required.
